In the last eighteen months, we've gotten MCP (Anthropic, now Linux Foundation), Google's A2A protocol, a dozen agent-to-agent communication specs, and enough "agentic workflow" frameworks to fill a conference hall. The tooling problem is largely solved. Agents can discover each other, call tools, pass structured outputs, handle errors, retry. Coordination is a commodity.
But here's what I haven't seen anyone ship: a principled answer to the question what is this agent actually allowed to do, under what conditions, and how do I prove it?
That's not a coordination problem. It's a governance problem. And they are not the same thing.
The Coordination Hype Cycle
Let's be precise about what current protocols actually do.
A transport layer. It standardizes how tools are exposed and invoked — think JSON-RPC for agents. It tells your agent how to call a database, how to read a file, how to hit an API. What it doesn't tell you is whether the agent should, under what circumstances, with what credentials, or with what accountability. MCP is useful infrastructure. It is silent on governance.
Extends MCP to agent discovery and inter-agent communication. An agent can advertise its capabilities via an AgentCard, other agents can discover it, tasks can flow between them in a standard format. Again: transport and discovery. Not governance.
Handles incentives for a specific problem: compensating compute contributions to machine learning subnets. The token mechanics are clever. But "reward validators for contributing GPU compute" is a narrow slice of the governance problem — it doesn't address what agents are permitted to do with data, what conditions must hold for a task to be considered complete, or how disputes get resolved when two parties disagree about whether a deliverable met spec.
The pattern here is consistent. Every major protocol in this space has focused on the plumbing. Get data to move. Get agents to talk. Get compute to scale. These are real problems. They're solved or nearly solved.
The layer nobody has built: explicit, auditable rules about which agents can do what, when, with what evidence, and with what consequences if they violate the terms.
What Governance Actually Means for Agents
Here's a concrete scenario. You're building an agent that accesses a medical imaging dataset to support diagnostic validation. The dataset is held by a hospital research consortium. To access it, you need:
- Proof that your agent is operating under an IRB-approved research protocol
- Proof that a BAA (Business Associate Agreement) covering HIPAA has been signed
- A declared purpose that matches the dataset's permitted use categories
- Economic skin-in-the-game if the agent misuses the data
How do you express these rules in a way that's:
- Deterministic — same input always produces same decision
- Auditable — the decision and its basis are on-chain and immutable
- Composable — rules from multiple regimes can be combined
- Fast — you can't wait 48 hours for a DAO vote on every query
This is what governance for agents actually requires. And it's not just a healthcare problem. It applies to any multi-party workflow where agents operate across trust boundaries: financial data, cross-jurisdictional computation, enterprise workflows where different organizations each control a piece of the pipeline.
Acts, Regimes, Zones
Axone is the only protocol I've seen built around this problem from first principles. The core primitives are worth understanding.
An Act is not just a function call. It's a qualified proposition with mandatory cryptographic evidence attached. When an agent requests access to a resource, it's not sending GET /dataset/42. It's submitting something closer to: "Agent A requests access to Dataset D for purpose P, here is my HIPAA credential (verifiable credential, chain-anchored), here is my IRB attestation, here is $AXONE collateral as commitment, here is a merkle proof of my audit log."
Acts have a five-stage lifecycle: submission → evidence gathering → qualification → decision → settlement. Every stage is on-chain. Every decision is binding and irreversible.
A Regime is the ruleset that evaluates acts. Regimes are written in Prolog and stored in the Law-Stone smart contract. Here's what an actual governance rule looks like for the medical data scenario:

This rule is evaluated by the Logic Module — a custom Cosmos VM that runs ISO-compatible Prolog deterministically, with no oracle dependency. Evaluation is <1ms per decision. The same query always produces the same result. The result is binding on all parties because it's produced by on-chain consensus.
This is not hand-waving. The Prolog program is immutable once deployed to Law-Stone. The evaluation is reproducible. The outcome is recorded. If there's a dispute — the agent claims it met the conditions, the data provider disagrees — there's an on-chain audit trail that can be examined by any party.
A Zone is the jurisdictional container. A Zone is a bounded space with its own set of resources, operators, and Regime. The medical imaging Zone has HIPAA rules. A Zone for EU researchers processing the same data might have overlapping GDPR rules expressed as a second Prolog program, evaluated in parallel. An act can be evaluated against multiple Regimes simultaneously — both must approve, or the act is rejected.
Zones form dynamically. The 2-of-3 formation criteria (shared workflow, value consumption, distributed operators) allow ad-hoc coalitions — a research consortium, a multi-hospital data collaboration, a cross-border compute job — to define governance on the fly without waiting for a protocol upgrade.
Why This Matters If You're Building Production Agents
Most agent development happens in a context that papers over the governance question: it's all one company's data, one deployment, one set of access controls baked into application code. You write RBAC in your database layer. Fine.
The moment agents cross organizational boundaries, that approach breaks. You can't put your RBAC rules in the other organization's database. You can't guarantee the other party trusts your access control implementation. You need a governance layer that's neutral ground — that all parties can verify independently, that produces decisions neither party can tamper with.
This is not a hypothetical problem. It becomes real the moment you try to ship any of the following:
Multi-party data pipelines. Three organizations each contribute data. An agent processes the combined dataset. Each org has different access rules, different purposes they'll permit, different economic expectations. Who arbitrates? If an agent abuses its access, how does liability flow? Without on-chain governance, the answer is lawyers and contracts. With on-chain governance, the answer is the Regime the parties agreed to when they joined the Zone.
Regulated data access. HIPAA, GDPR, CCPA, DORA. Regulators want audit trails. They want proof that access happened under a defined policy, that the policy was enforced programmatically, that violations were detected and logged. A PDF of your access control policy doesn't satisfy an auditor. An immutable on-chain decision log does.
Autonomous agent ecosystems. If you're building agents that spawn sub-agents, or that integrate with third-party agents you don't control, you need provable guarantees about what those agents are permitted to do. Token-vote governance doesn't work here — you can't wait two days for a DAO to approve every sub-task. Deterministic Prolog evaluation does: <1ms, on-chain, auditable.
The question for production deployments isn't can my agents coordinate. It's can I prove to a regulator, an auditor, or a counterparty that my agents operated within the agreed rules?
What Incremental Adoption Looks Like
Axone doesn't require a full rewrite. The adoption path is additive:
Your existing MCP tools keep working. MCP handles transport; Axone handles governance. The Pactum contract evaluates completion against on-chain proof regardless of what protocol delivered the result.
The governance layer is what makes agents deployable in regulated environments. Coordination gets you to demo. Governance gets you to production.
The Actual Problem
The AI agent space is going to hit a wall. Not a technical wall — we've demonstrated coordination, we've demonstrated scale. The wall is institutional. Enterprises, hospitals, financial firms, governments will not put autonomous agents into production workflows without being able to answer: who authorized this, under what rules, with what audit trail, with what recourse if something goes wrong?
That answer doesn't come from faster MCP servers or better A2A routing. It comes from governance infrastructure that's neutral, deterministic, and auditable.
Axone is the only production attempt I've seen at this layer. The whitepaper is technical and worth reading if you're building agents that need to cross trust boundaries.
